Candice Baughmann

President

Candice is a founding Board member. She brings deep lived experience, reentry leadership, and community-centered advocacy to her role with Lewis County Stabilization Project as well as Underground Ministries’ One Parish One Prisoner (OPOP) program. As a formerly incarcerated woman and founder of Ed 4 Empowerment, she supports faith and community partners across Washington State in building trauma-informed reentry accompaniment teams for individuals returning home from incarceration.

Her work includes peer mentoring development, congregational training, and partnership coordination that reduces isolation and strengthens successful community reintegration. Candice has helped guide hundreds of justice-impacted individuals toward housing stability, education access, employment pathways, and restored community connection.

Candice holds a B.A. in Criminal Justice and Community Services from Saint Martin’s University and is completing her M.B.A. at Adams State University. She is passionate about advancing dignity, equity, and belonging for system-impacted communities.

Leah            Sisemore

Leah is the founder and Executive Director of Lewis County Stabilization Project (LCSP), bringing lived experience, professional systems leadership, and deep community commitment to stabilization and reentry work in Lewis County. Her background includes navigating reentry, and generational addiction impacts, alongside years of experience supporting individuals facing homelessness, justice-system involvement, and severe life disruption.

In addition to her current work within Washington State housing and stabilization systems, Leah contributes to regional policy and equity efforts through the Office of Community Voices and Empowerment (OCVE) committee. Leah hopes to advance accountability-centered approaches to recovery, diversion, and long-term stability. Through LCSP, she is also building non-clinical stabilization programming with a diversion-first focus for unaccompanied youth and justice-impacted young adults, supported by strong community and workforce partnerships.

Leah holds academic training in criminal justice and behavioral health, with an emphasis on trauma-informed care, peer-supported recovery, and culturally responsive stabilization pathways. She is passionate about creating structured opportunities for independence, belonging, and restored community connection.
